Car insurance can't give renewal or new quote

Does this count as a declined policy? Not sure if I need to declare as a declined policy, only been driving for a year and had 2 notification only 'claims' that didn't cost them anything, so my no claims is unaffected so not sure if I just don't meet their criteria anymore so they won't give a quote? Thanks for any advice, it'd be great to have better clarity as the wording seems vague.

Edit: I got a letter saying they can't renew my policy and if I go through to get a new quote it says they can't continue with the policy but I can look elsewhere and it included proof of NCD.

no doesn't count as declined. they can't quote you because you are now outside their digestible risk matrix zone.

as a basic explanation, they think people your age/who drive cars similar to yours/your area may have had a lot of claims recently so will cost them money (rather than make them money) in long term so they don't want your business 

get on comparison sites and find yourself a new insurance company.

You ultimately need to read the question asked, most simply ask about cancelled/voided etc and this doesn't fall within those terms and so you can answer no... if you look at the bottom of the comparison site no matter who you are there are always half a dozen or more people that decline to quote everyone because you dont fit into their preferred customer base... others take the other option of quoting but providing a silly high price.

A minority do ask if an insurer has refused to offer renewal terms, if this is the question asked then you would then need to answer yes.

Okay, that's great since it nearly doubles the price of insurance if you do click the declined insurance 😅 thanks!
