PCN from NCP

My apologies if this has been answered previously - I have searched and failed to find a discussion on this.

I was sent an Parking Charge Notice to Keeper by National Car Parks stating I was liable for a Parking charge of £100 for an incident on 16th March this year.  The letter says it was sent on 28th April.  I was away when it arrived, but responded on 9th May.   Surely this PCN is out of time.  I cannot recall paying the parking fee - it was raining that day and I believe the machine was out of order, but I did not take a picture of the machine.  I have written and they have dismissed my appeal saying I have reached the end of their  internal appeals procedure, but I can take the case to Parking On Private Land Appeals (POPLA).  

Is there any point?  Do I have any further recourse?

    The NTK was out of time (for keeper liability) if you'd appealed as KEEPER and not said who was driving in your appeal, and also not chose 'driver' on NCP's drop-down menu.

    If you appealed without coming here first and blabbed about parking/being the driver, then that 100% slam dunk POPLA-winning point is in the bin.  It sounds like it was a rushed appeal, you didn't need to do it within 14 days. You could have appealed now...

    There are other appeal points but not the 100% win you had waiting for you as keeper.
