Invoices / VAT

Is the provision an invoice a legal requirement.

My builder has taken cash and online payments for work done but is now refusing to provide me with invoices for the payments made, despite claiming VAT against these.

I am having problems with this guy and he has stated he will only provide when he has all the cash, against a payment schedule and has added extra work which was never agreed, so he can now claim I owe him yet more money. I have said no more, and asked for invoices against all payment made to date, but he won't give me them.

Is this illegal?

    No, there's no general requirement to produce an invoice, or receipts. The main exception is if you're both VAT-registered (i.e. you need his VAT invoice for your own VAT purposes).
