    The OP said the "eaves are 3M" (which is the bit of the roof that overhangs the wall) and the apex is 6m. So it won't be an upstairs room because the eaves would need to be higher.

    You can certainly fit an annexe/upstairs room in a 3m high roof space. It depends how wide/narrow the footprint is but this is definitely possible.

    I would object to the garage at the front as it is too overbearing to you and detrimental to the street scene.  If the other extension comes under Permitted Development, then you can't object to that because it is permitted development.  :)

    Now you say it is permitted development?

    Why do you say that having not seen the street in question?
    In the OP it's stated that several properties on the same street already have garages fronting the road.

    I would look on the council planning department and spend some time searching for other properties which have applied for planning permission for similar works and which ones were accepted/turned down and especially the reasons for refusal.

    Don't be surprised when the "garage" is built that the doors have letter boxes in it and a TV aerial appears on its roof.

    Hi, yes I thought we needed planning but we can make the modification under permitted development

    Thanks everyone for comments.
    In the objection, can we say that althought the next door garage is next to out garage (which is integrated into the house), that this will become a room later in the year under permitted development. If so do we need to submit our plans as proof?
    Ive seen other garages in the road in front gardens although the noticable difference is that they are on the other side of the front garden and do not block neighbours light - based on the sun's orientation, the new garages would block the house owners light and they arent 6M high. They tend to be 4M max
