Excel Civil Enforcement came to my house while I was away babysitting.

My mentally ill son was home at the time, after tricking his way in he made my son contact me, and refused to leave until my son made a £420 payment for a parking in a disabled spot offense made last year. I remeber being contacted about it in august, and I sent a letter back saying I had properly displayed my disabled sticker (my mother is 90 and can barely walk). This is the last I heard of it until now, my son had no knowledge of dealing with baliffs and payed the fine for ticket just to make the man leave the house. My question is how can I get more infomation about this, and is there any way to reclaim some of my sons money. £420 for a parking ticket is insane, and I had displayed my disabled pass correctly anyway. Is there a place online I can get infomation on what fees they had tacked onto the actual fine? Had I been there I could have gotten the infomation from the man himself, but my son has intense difficutly in social situations, and didnt have the presence of mind to demand copies of this infomation.

Who exactly issued the PCN?

Who exactly attended the house?

Had you moved since the PCN and thus missed some letters? 

There isn't a company I know of called 'Excel Civil Enforcement'. Please clarify the above questions.

We did take a picture of the mans enforcement agent certificate., not sure if I should put his name. I believe the PCN was from sheffield city council but im not sure.

If it IS council, then you would be better off signing up to a forum, called Pepipoo, they are council experts.
