I don't know how they would enforce it maybe the letting agent or landlord would drop by occasionally to see the condition of the place maybe when everyone was out so they could check for damp and mold within the property. Another theory is that once the tenant moves on they check for damp or mold and keep part of the security deposit if they find anything.Swipe said:

Please drop this silly notion of a landlord enforced minimum temp a property is to be kept above. It's completely unenforceable and you have heard of it once.
We of course in our tenancies ask that tenants heat and ventilate the property suitably to stop black mould especially when they have to dry washing inside but can in no way enforce this or set a temperature.

@wild666 you should edit your topic title, it looks like a statement of fact when £2800 is just the latest guesstimation.
