Live next door to a pub - scaffolding permission

Hello all,

We've booked work with builders to get our loft extended. However, we live next door to a pub and the brewery wants to send a surveyor over to review the site before giving permission (or not!) to erect scaffolding. 

Our house is an end-of-terrace and the pub has benches leaning against our external wall in their beer garden. We cannot access that side of our property. 

Here's the quote we've been sent: 

Surveyor £1,750 plus VAT
For drawings, visiting site, preparing a schedule of condition, drafting and issuing a Licence and checking for damage on completion

I'm applying to the Land Registry today for our house plans to see whether there's any party wall / access agreement. 

I'm guessing it's unlikely, but if anyone has any knowledge or experience of this situation, I'd really appreciate your advice!
