Home Reports in Scotland work well (or at least I'm not aware of any significant complaints about them). Here's an example from a thread here a few days ago:

Offer accepted on Tuesday, and before the week is out, the buyer's solicitor has read through the survey and is raising enquiries arising from it. That's pretty normal.
Look at the number of threads here where people (in England & Wales) are still haggling over the price weeks/months into the transaction.

The HIPs were a disaster not because they were a bad idea but due to intense lobbying from the estate agencys as a result they were conciderably watered down. The origional plan for the HIPS was to include all searches & (basic) servey. Because it would put much of the cost of selling a house on the seller Upfront.

I wish we could have claimed back our expenses from our seller that pulled out as we lost a fair bit of money as we got to week of exchange.
What make me mad about it after a family member spoke to the neighbours this is not the first time they have pulled out last minute over the years we was at least the 4th and they can't see the issue with it as they haven't lost much money as they never have a onward property but this was never raised as they were moving aboard.
