App recommendation - changing an image in to a .pdf

Options
"Just go on the app store and download the first one".

No.
And not everyone has iPhones.

"Just go on the Play Store then".

Did that and the first one was crap. That's why I'm here for recommendations.

The first one I saw was CamScanner. Had decent reviews. Downloaded it, opened it & then it wouldn't work. Looks like it's wanting me to part with money instantly. No thanks.


Reason for app - I'm trying to digitize a lot of my paperwork folder so I can slim it down. Anything where I need the physical document can stay but other things I'd like to just photo the document, convert to a .pdf - and a decent one at that, not a grainy midget sized one you can barely read because the app isn't up to the job.

Preferably free - obviously. If there's a good enough reason to pay then so long as it's not ridiculous sums then I'd consider it.
Subscription is absolutely a no-no.

    Why do you need to convert to a pdf? Is an image not just an image?

    EDIT: When you have several jpeg images you want to combine into a single document.

    create new word document, import image, size it to taste, print document to pdf writer and save as a pdf. Repeat as necessary..

    Right click image select print, from the printer select drop down choose Microsoft print to pdf. 
    Choose where to save job done.

    I thought you had a Samsung multi-function printer , why not scan using that ?

    Just combined several scanned jpeg images into one pdf using (free) MS Office app on my phone.

    Google Drive scan option can do that too (just done it as had a form to upload).
    All done as part of the same process/app.
    Take picture
    Edit/crop if necessary
    Add page button
    Take next page picture
    Save pdf.

    Obviously not suitable if images already have been scanned.

    Yes, that's useful if "scanning" using phone camera. Similar available using HP All-in-one w/ HP Smart app (scan,edit/crop,add next page,repeat). I'm sure same/similar available for other printer/scanners.

    Yes, that's useful if "scanning" using phone camera. Similar available using HP All-in-one w/ HP Smart app (scan,edit/crop,add next page,repeat). I'm sure same/similar available for other printer/scanners.
    I assumed this was to be an all on phone solution based on the OP. 
    And things may have changed with scanners (if the OP has one), but they used to be so slow!

    They are “slow” but easier to get them in focus/aligned/not dependent upon lighting, or even incoming 📞
