Parking fine from Dec 2021

Posting for advice on behalf of a relative:
in Dec 2021 she was admitted to hospital for the birth of her child. During the stay the permit to park expired and her partner was unable to leave the hospital during active Labour due to covid rules, if you leave you are not permitted to return, obviously he wasn’t going to do that while she was going through that.
At the advice of the hospital they said that they could issue free tickets but again this wouldn’t be possible to attach to the car at the time.

Upon leaving a fine was issued and they contested it with evidence and information about the circumstances. Nearly 6 months later they are coming back to say they haven’t received payment.
It’s a letter from debt recovery plus, so not a council enforced letter.
These were mitigating circumstances, of which I am sure she wasn’t the only one who would have had the same issue.
What would be the next step for her to deal with the letter - the sound of court and further fines is something she doesn’t want hanging over her however I don’t want to reassure her with the wrong information if she is at risk of further issues?
She is also hoping to buy a shared ownership purchase property in the near future if finances allow so she’s even more worried this is would end up on a credit file creating problems for her?
Any advice?

Plenty. She or you (or both) need to read up on the Newbies and understand the stages of this. Although she does not like the idea of court, she should realise that there is NO debt unless it has been to court AND you lose. Even then, pay on time and no impact to credit file.
Ignore the debt collectors. They will try to frighten but are powerless. Her buying a house will not be affected by anything pre-court.
Sounds like you have a good defence, but Plan A is always .... get the hospital to get the charge cancelled.

DRP are simply sewer living dwellors who are pointless and powerless. Just ignore the fools who are the huge joke of the parking industry
Her credit status is safe We know the rubbish DRP put in their letters, they lie and we have seen 1000's of these DRP letters. Same old rubbish every time
So forget these idiots and if she hears further from a daft legal, come back here
