Bricks. frog up or down?

I can not find conclusive answers anywhere. When building a brick wall, should bricks be laid with their frogs up or down?

Lay with the frog facing up so that a full bed of mortar can be laid.2

Frog up in the UK, Frog down in the USA. A lot of subbies here used to lay frog down for speed.0

I wonder if one limited exception might be the top course of bricks on a boundary wall? It always looks terrible to me when I can see the frogs on top of a garden wall!0

The top course should be frog down in this case. Other methods are often a brick on edge or soldier course.
