As others have have said they will not progress with the application until they have received your old one. It’s currently taking about 2 weeks from posting the old one for them to scan it on their system so you will get reminder messages asking for your old one to be returned after the application has been submitted.1

Until recently if you had your passport stolen or it was lost you would use an LS01 form to inform The Passport Office so they could cancel your passport, you can now report this either online or by phone, some more info on how to report etc here: https://www.passports-office.co.uk/blog/lost_passport_what_to_do/

We received the new passport about 8 days later with many helpful interim status reports via SMS. The tendency of the media to generalise when describing the latest 'national crisis' had led us to panic, but on-line renewals are not affected by delays.Thank you, everyone, for commenting on my original question.0

Even some online applications have been delayed. there does not seem to be any way to predict which will and which wont.
if for any reason the application is rejected by the computer for any reason then it will go in a pile to wait to be dealt with.
