As I said, I checked the impedance of the element and it shows correctly so its within spec, the smart meter shows the appropriate increase in power draw when the bottom element is turned on too.

Yes, I read that, but that doesn't mean it's working correctly. There's more to an oven than a heating element.

I'm not really expecting you to dismantle your oven and check out the control circuit, but there could be a fault there. Your description doesn't sound quite like a fully-functional oven.
