Now importantly someone said to check a bill for what averages their working to? I found it and it says annualised consumption is based on 38,859 kWh - This is the issue then, as they think I'll use this much each year?

As per an earlier post - time for a complaint letter - specifically ask them to justify 38,859 kWh

Maybe the system thinks your stealing Gas. What is the annualised Gas and Elect?

The issue will be with the reading on 12/02 of 5154, system will think it’s gone round the clock & eventhough you only get billed on the smart reads, the system will still take all reads into consideration when calculating the annual usage & direct debt. Just get eon to delete that read & it should be ok

Yes. That number is clearly nonsense based on the usage you've shared. If you can't get someone to realise this over the phone and do something about it, then it's formal complaint time as Robin said above.
