PPI Tax Refund

I made a claim for a refund on tax years 2018/2019 and 2019/2020
For tax year ended 2020 I received a cheque for £399.40, but for tax year ending 2019 they have said they owe me £200.26 but this will be carried forward to a later year.
Does anyone know what this means?

That you should expect a calculation for 2020:21. Or maybe 2020:21 and 2021:22. Or maybe just 2021:22.1
