    sorry @sandtree I don't understand could you clarify further. The seller always pays fees for non-f&f payments no matter the source of the seller's fund

    The seller will pay the fee on the purchase price of the item. No matter where the funds come from.
    F&F is a way for a seller to avoid paying any fee's. 
    Purchaser does not pay any fee's (unless its a foreign currency transfer)

    Charity we know always asks for donations via F&F so they avoid any charges.

    Just for clarity, a payment for goods and services always attracts a fee an F and F payment is received free of charge by the buyer.  

    An F and F cannot be charged back for an INR or an SNAD but the one thing to watch (as OP has found ) is that it can be subject to a claim of fraudulent use . Importantly, a claim for fraud can easily be defended if a payment was made via goods and services but cannot be defended if payment was made by f and F . This was discussed in length on the eBay board a year or so ago as there was a flurry of scams once scammers realised this was possible.

    The only thing I am thinking is, if this goes against me I do not authorise them to take the money straight away (I would need to pay it installments ideally which is possible- I have spoken to them about this). So therefore, if they take the money all at once from my bank account would I have an argument to do a chargeback myself? I could then show the bank the evidence I have shown PayPal and claim that this was a legitimate sale/transaction. Long shot but may be worth a try.

    Unfortunately you have no legal right to repay a debt if the other person doesn’t agree, and as far as PayPal are concerned and as harsh as it is, they do not have to agree to instalments. No harm in asking though of course. 

    You do have recourse to rising small claims to pursue the buyer though. You have proof of an order, proof of a payment , hopefully an email or something that can definitely be linked back to the buyer giving their address, and proof of delivery. Send a letter before action to both the email and to the address stating that a claim has been made and you expect the goods or the money returned otherwise legal action will be taken. It is a long shot, before you go ahead check out the address, check out names, occupancy etc, whatever you can find to make sure the address looks good and isn’t just a drop off and collect address.

    Thank you I will give it a try. The address does look legitimate. It is in a very expensive part of London ironically.
