For us the breakeven point is about a 38% rise in October - that's accounting for the 4 months or so before the rise and the fact that we have quite uneven seasonal consumption (e.g. storage heaters in loft conversion and an electric shower that has to be turned up quite a lot in the winter). My calculation also assumed that the SVT will remain unchanged in April (if the predicted drop arrives, then the breakeven point would be higher).
Unfortunately, there are now no clear cut decisions...
