It's usually self ticketing done by someone in the shops who gets paid a bounty. That's meant to already be disallowed by the BPA but is certainly banned in the new Code of Practice.
Could be as you describe, CCTV cameras watched by UKPC. All very predatory.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
