At the start of the Millenium, there were three negative years in a row. That is rare, but it happens. Even two negative years in a row is unusual but slightly more frequently. My SIPP is down just over 10% from its high last September. My ISA fared rather worse because of some Russian exposure. A lot depends on which sectors your fund is invested in as oil, commodities and defence stocks have done well while tech stocks are significantly down.
