    How big is the gap under the door? Assuming the skirting is loose you may be able to push it back. Another possibility is that the door has moved, not the skirting. Is the bottom hinge loose which might explain why it sometimes hits the skirting and sometimes doesn't. Try pushing or levering the door low on the frame towards where the bottom hinge is fitted.
