Don't send it signed for because if they refuse to sign for it they have proof they didn't receive it - not what you want.2

It never occurred to me to refuse to sign for a letter. A damaged parcel yes, but not a letter.0 -
I refused to sign for a letter once. Told the PO to mark the record as 'refused' and to return it to sender. I had guessed it was a LBC, of sorts. It was from an out of control aggressor who used to spell my name wrong and is apparently now dead (so I am told). Anyway I digress...Long story and as unimportant as he was.
But the point is, yes you can refuse to sign and it would be easy for a PPC to let letters pile up at the PO sorting office.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

APCOA might well ask Debt Recovery Plus but they know that this debt collector is just a total waste of time and TOTALLY POWERLESS. They are the clowns in the parking industry.twiddle60 said:Thanks for all the help so far.
Logged on to the heathrowdropoffpcnpayments.apcoa.com page listed as the place for appeals on the PCN I received. Enter the details and get a page saying I can no longer pay and that the charge has been passed to a Debt Collection Agency. I was away for over 2 months and didn't get the PCN or reminder until I returned home. There is no link to make an appeal.
Is it too late to appeal?
Appeal by post as I have an address on their site?
Recommendations for my next step?

DRPL is NOT an appeals service and because any appeal will be rejected by them,they then send out daft debt collection letters? .... to repeat, DRPL are complete clowns and liars and there is nothing they can do, just let them play with themselves
Many many people will be sucked into this and IT IS A COMPLETE SCAM.
This is why you must complain to the CEO of Heathrow as it is a scam. Does Heathrow Airport want to be known as a SCAM AIRPORT ? Social media can do that
You must also involve your MP and this money trap scam must stop
Your MP should also be informed that both of these companies are members of the BPA and to ask the BPA why they allow such a blantant scam3 -
OK so now I have had a letter from APCOA. However, it was DRPL who the appeal was sent to.
Basically it states that they have sent the details to the the debt company (DRPL) and that I have to deal with them.
What would you suggest for my next step?
Have they just refused to acknowledge that I have appealed?
Do I just sit tight?
