Notice of enforcement from Newlyn PLC

My grand daughters ex boyfriend has just received a "Notice of Enforcement" from Newlyn PLC demanding £278.00 in respect of an alleged Non payment of a penalty charge notice apparently incurred in March 2021. He has no knowledge of this contravention and this is the first notification he has received. The notice says that he owes the money to the London Borough of Croydon. If he hasn't been told of his alleged offence he has not had the opportunity to appeal or pay. Advice would be much appreciated

I suggest the ex contacts Sheila at Bailiff Advice Online about the demand for payment. She sometimes posts here as Herbie 21, and has a good reputation on MSE.

As for the PCN, he should contact pepipoo.com as they are the council and police motoring experts, whereas we specialise in parking charges from private parking companies on this forum. He will need to sign up on pepipoo with a non-hotmail email address.
