Council Being Unhelpful

We're in a relatively middle class area where most properties are houses, pavements fairly narrow, roads/pavements kept clean but a fair amount of potholes.
A month ago, an extra recycling large bin materialised outside my house, on the pavement. I thought one of the neighbours must be away on hols. It's still there.
It's a tripping hazard.
I contacted the council 3 weeks ago when I was told it would be 10 days (not 10 working days). I called again to say I'd dump it outside their office door but their comeback was that that's fly tipping.
I logged a complaint last week. Can anyone give any other suggestions?

    Contact your local councillor, they may be able to put pressure on the council
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    Just put it I  your garage and use it fir storage...
    make the most of it, we are only here for the weekend.
    and we will never, ever return.

    I can't see how it can be considered fly tipping to return the bin to its rightful owner.

    Our little town had a problem recently and the town council were dragging their heels to sort it out.  Our MP got involved, he put a petition on his website, got loads of signatures and spoke to them.  Council moved drastically.

    if you can get your MP to have a word it may convince them to do something.  

    Our MP is fantastic, good ones are worth their weight in gold

    Hopefully you have put it down the side of your house, front garden or edge of driveway etc until then to ensure it's no longer a hazard ;):D
