Bulb estimating electric usage as 0 for two years.

Hey All
Just looking for some advice. I had a smart meter installed, which the installer didn't get to connect and told me it'll work after an update (or something like that) and not to worry, if it didn't work as bulb will estimate the electric reading.
For the last two years the electric has been estimated as zero usage, so I've been paying about £10 for the fees (or whatever it is). I hadn't noticed, it just comes as a direct debit out of my account. I took a look at my bill because of the cost of energy, and then realised.
I've contacted bulb but it looks like I'm going to get a whopping bill. They keep offering me a goodwill gesture of £20, which made me think, why???
I understand I owe this money and will obviously pay, but is there some blame on their part by miss estimating the bill, why do they keep offering the £20?

Do you know your annual usage in kWh for electricity? Do you have gas for your hearing and hot water or is this electric as well?
All will affect what bill could land1 -
Potentially this might fall under the back billing rule that you cannot be charged for energy used more than 12 months ago if you never received a bill.
Your case might be a bit different as you have received a bill, even so it was wrong. Question is responsible for wrong/missing smart meter readings and if you are responsible for not realising that an energy use of 0 is impossible.
The 20£ offered is in the first place because you are inconvenienced by the issue.0 -

Thanks guys, the bills estimated my electricity at about £700 a year before the smart meter was installed.
I have gas for heating and hot water.
The meter never connected to anything to give reading too the installer told me it'll work later and then left. I restated it many times and contacted Bulb at the time, then kinda forgot about it. I just assumed the bill would be estimated, the smart meter was just a way for me to be more aware of my usage.
But yea completely on me for not checking the bill correctly, I guess because it comes as an email not paper so never read it.
I was questioning it more as they were really pushing the goodwill gesture, I was curious to see if I accepted it, it would actually be accepting something more, if that makes sense.

There is a reading on the actual meter, but the IHD didn't ever connect to the meter, or send a reading.
Is that what you were asking?
