PCN Oxford Council - Bus Gates

Hello,
I am writing in regards to a PCN which was issued against myself as the keeper of the vehicle for the car being driven through the bus gates in a LTN (Low Traffic Neighbourhood) area on 27/04/2022.
The vehicle I am the registered keeper of, was driven through these bus gates as the person who was driving the vehicle and the registered keeper are living in the neighbourhood and the only way of getting home was blocked due to an accident. The car is registered at an address in the neighbourhood.
Before the LTNs were put in place, there were 3 or 4 ways of accessing the neighbourhood. After the LTNs have been introduced, there is only one way to get home.
It seems unfair when the only way to get to your house is blocked by a road accident and you are fined for using another way. Why paying council tax if you can't even get to your residence?
My question is, can this PCN be appealed considering it was issued by the council?

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering and post a new thread; here's your link:Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
