Two meters and two standing charges, is this correct?

Hi, I live in Inverness (Scottish Highlands), both the previous rental I had and my current property is purely electric (heating + regular usage) and both had two meters, both with octopus energy.
From what I can gather one meter is off peak (and I only get charged the off peak rate) and one meter is regular. I was pretty confused as to how the off peak meter worked since it didn't follow typical off peak times, from what I can gather its this total heating total control thing. The off peak supply seems to turn on once during the middle of the day and once again during night (all charged at the off peak rate).
This is in principle fine (although I will enquire into getting a smart meter and move onto E7 at some stage) but for the past 8 months I have now been paying two standing charges. Spoke to a colleague at work who said this wasn't correct (or legal I'm not sure) and I can get moved onto one standing charge and a refund issued for the already paid standing charges.
Does anyone know anything about this, dropping a standing charge would be very ideal.

I am not 100% on this but I believe the one standing charge rule only applies if you have moved to a single rate tariff, the links above seem to confirm.
