Painting over raised pattern wallpaper

We finally got into our house and now looking for some DIY decorating as we save for a more professional job in the future. To that end, we have a very dark blue, raised pattern wallpaper in the dining room which we want to make a deep red.
We bought a tester and applied and it soaked straight in, so decided we needed to use a primer/undercoat.

Take 2, we used a water based white base coat and then 2 coats of the desired colour over the top, on one of the smaller sections of wall. It looks ok but not an even finish at all so have gone one step further..
Take 3, we have done the entire room in a white oil-based primer specifically for covering wallpaper, now here comes my question:
The primer layer has dried overnight and isn’t a totally even finish; some areas you can see traces of the dark blue coming through, albeit very light. So, do I need to fork out for another tub of primer to do a second coat or should it be now enough to put Matt emulsion over the top (2 layers dulux heritage)?
if it helps, the dark blue is also a paint as we have seen traces of the original colour (red !!!!!!) underneath at the corners!

I'm far from a decorating expert, so please wait for the more knowledgeable folks to come along - But I think now that you've put an oil based primer on, you're going to need an oil based paint on top, I suspect standard emulsion will "craze" and "peel" now.
Other than that, how much effort are you willing to put in? Id consider just stripping it back at this point.0
