Logically we may all think it absurd if it was classed as deprivation because we cannot think of a reason why it could be but just because you or I can't doesn't mean no one else can as people are incredibly creative. The example posed by @NedS is one such example of a creative way to qualify for help when they otherwise wouldn't, it may seem an extreme example but it is an example and I'm sure there are more
That is why legislation can never be written as absolute, it always has to allow for interpretation to cover for situations that no one thought of or come about through changes in other legislation creating unintended consequences. For that reason no one can ever say with absolute certainty that using savings as a deposit or to purchase a house outright will never be classed as deprivation of capital. It would always require a DM to make a decision based upon the circumstances presented to them.
