On 4th May 2022, I received a Parking Charge Reminder for £100 for overstaying at MOTO Cardiff on the 31st March 2022, by 27 minutes.
(I was in fact, in training for a new job and as the main part of my job is working from home, due to covid, when I met my mentor, we had to find somewhere suitable & ended up here and I hadn’t thought about the clock ticking unfortunately).
I have no dispute that I went over. My problem is, I never received the FIRST charge notice that they state was sent to me on 8th April 2022, which obviously would be a lesser charge.
I have appealed straight away by email to state this and said I would pay the reduced fee but was wondering, where would I stand if they refused? Surely they should record all postal deliveries! Is it up to me to prove I never received it and how do I do that or for them, to prove it was delivered? Please advise.

Hello and welcome to the forum.
Have you based your forum username on your real name? If so, you may want to get your forum username changed to something completely anonymous.
To help with that, have a read of this item from the Forum's FAQs:Can I change my username?
In most circumstances, we don't allow this.
The only reason we will change your username is if it puts your privacy at risk e.g. you've inadvertently registered using your name, email address or something which gives away your identity within your username.
If you fall into this category, email forumteam@moneysavingexpert.com your current username, the email address you registered with and three alternative usernames in order of preference.

I have appealed straight away by email to state this and said I would pay the reduced fee.Oh dear. You admitted to driving? You had 100% win at appeal if this was the usual CP Plus case.
This was beatable all day long on appeal (had you not appealed as driver) and you didn't see prominent signs telling you it was 2 hours max, so you didn't agree the parking contract. Therefore should never have blamed yourself and offered to pay.
CP Plus sue people all the time and are a truly horrible firm in our experience, with a consumer blame culture.
Hopefully, as you've already shot yourself in the foot with a bad appeal (sorry) they'll offer £60 - because you have no appeal now you've admitted to driving and overstaying - but you could have paid zero and learnt a thing or two about the parking industry, had you come here first.
That rushed appeal has just cost you £60 or £100 you should never be paying. So sad when people come here and say 'I've already appealed'. Wrong way round.
Admitting stuff to ex clampers like this is never the right approach. They didn't have a customer service ethic, in our experience. Greedy firm. They rinse people dry.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
