virtual permit holder only PPN

hi all. i have recieved 2 seperate NTK letters from PPC UKCPS stating the usual...i owe 60 pounds now 100 if not paid in 2 weeks for pulling over on to the side of a side road in Leeds i believed to be usual parking conditions for 5 minutes each time to check phone on my way to work.
there is no road markings or parking bays on the ground. there are two high signs (over 6 feetup) on two lamposts a fair distance apart with small writing on it that states it is for virtual holders only, 100 pound fine then the usual PPC spiel in very small print. to see any of this you would have to leave the vehicle to go check and i never even saw the signs till going back and collecting my evidence. there is no signage on entering the road.
my question is do i follow the same procedures as the newbies thread or will my case be different with it being a virtual permit holder zone? i stupidly sent an instant response to the PPC appeal section after the first NTK and have obviously had the standard rejection response now, but intend to follow the standard procedure from this point, just hoping for confirmation it would be ok to do so.
