I don't understand how you can say that the rate of 14.7p is excellent, given that the price cap in application at the time was 4p?
That is maybe because you never said anywhere that you are talking about gas only. If somebody only gives one figure that is usually electricity, as you can be an electricity only user, but not a gas only user. At least it is very unlikely.

Also you were talking about from November and were saying it was £1300 for the period, now the period is suddenly 2 months and the total bills are much higher.

Calculating based on two months i get now to a standing charge of £223, so you used 7327KWh of gas for the 2 months. Calculating with the old SVT of 0.04£ that is already £293 without standing charges  and not £200. As this was done last week, half of it would be already at the new SVT, so add another 3000KWh * 3.3p difference between the two SVT = £99, so you are already at £400.

Do you have the meter reading when you moved in, hopefully a meter reading on the 31/03/2022 before the price increase and todays? Than we can calculate what your cost would be on a domestic SVT.

Apart from that you probably will need to see if you can make adjustments to your heating. With the new SVT you monthly use for gas will be around 4000KWh per month in winter, that is 300£ including standing charge, and almost £380 if we get just a 25% CAP increase in October before the heating season starts.

@Ixashe  Have you been in contact with your local councillor ?    The council appears to be at fault here and they should be the ones sorting the mess out.

AS this is a "New Build" are there any other neighbours who might also have the same issue ?
Never pay on an estimated bill. Always read and understand your bill

Complain to the council.  Keep it brief, make it crystal clear what they have done wrong, how it has disadvantaged you and what you want them to do to make amends.  Bullet points in chronological order are helpful.
Give them a reasonable time to investigate and get back to you.  If unsuccessful, go to the Local Government Ombudsman.
