You could plan on having work carried out at start of trees dormant period, this would give it time to recover if any roots are disturbed;

You've had some great advice here. I was a planning officer for a number of years so might be able to help.
It is quite possible that you can do something on your drive despite the TPO. Yes the Council will want to protect the tree but there are provisions within construction that allow you to build without impacting the root area of the tree. Also bear in mind that you are only on one side of the tree so any proposed damage would be limited by the location of your structure.
In terms of finding a tree consultant, some authorities allow you to search for tree applications in the search. You will see applications for pruning TPO trees which will come with justification froma qualified consultant. Look for a bunch of recent ones and you will likely find that the same name comes up. They will know how to approach the council and will probably know the tree officers by name as there aren't usually more than a couple per council.1
