NTK is now NTD but could be out of date

Following a PCN to the registered keeper almost being taken to court, the PPC abandoned the case within days of the case being heard They then issued a NTD to the named driver but this driver was identified to the PPC eight months previously Should this NTD have not been issued within 56 days of the driver being identified? If so, is the PPC outsdide of the required 56 days?

Nope. The POFA doesn't apply. The NTD is capable of holding a driver liable and the driver should go back to post 1 of the NEWBIES thread and try Plan A, then if that fails, appeal
