Ipad repair

I took my ipad to an independent repair place. After having it for several weeks he told me that unfortunately he was unable to repair it (it was an internal fault due to being dropped). He said I could either collect it or he would offer me £20 for parts. I can get more than that online so I asked to collect it. Since then, he has fobbed me off, not replied, not been at the shop when I have turned up. Then said he would post it to me and hasn't. I'm starting to think he has either used it already, or worse case has actually repaired it and sold it. I know its not worth much but, as a principle I would like it back. Anything I can do?
