Increases in Standing charge

This may have been answered but I haven't found it. I understand why they are increasing the actual cost of the fuel but why does the standing charge have to also increase? Their method of delivery, ordering, etc. isn't changing, just the actual cost of the fuel.

There isn't a standing charge on oil and most alternative fuels.  So, I assume you are referring to gas or electric.

The costs of those things are increasing though.
