If he hasn't had the WCA yet you haven't got anything to request an MR about.
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

The letter says we have a month to request a Mandatory Reconsideration  - so maybe he has had the WCA already?

Everything is so complicated since COVID - not helped since everything has to be done by phone or with someone wearing a face mask. Not easy when you wear hearing aids and rely on lipreading to help and that's when I'm there!!
Expect the worst, hope for the best, and take what comes!!:o

If the letter was a decision letter then it will tell you on there that he's been placed into the WRAG or Limited capability for work (LCW) if it doesn't then it's not a decision letter. If the decision had been made and it was Support Group then his claim wouldn't be ending in October. Please have another read of the letter.
I did wonder why he was sent it this early if the ESA ends in October.
You also didn't answer the question about filling out the work capability assessment form. Have you filled out and returned this form yet. https://www.gov.uk/government/publications/capability-for-work-questionnaire

Before ESA acknowledged I had LCWRA and should be in the Support Group, I received a letter from them in the March telling me payments would stop in the September.  It was a line inserted into the annual rates change letter.

Edit: it also had the standard "What to do if you think this decision is wrong" spiel mentioning the possibility of an MR.
