JPG mess

I have many folders on my PC with JPG images – many copies and copies of copies etc…
Is there some freeware that I can use to sort out this mess and provide me with a single folder containing a single copy of all my images ?

Windows 10 photo gallery, lists by date taken and which folders they are in.

do a first pass using the 'Byte by Byte' option w
use the 'compare images' option and dial the 'match minimum' down to about 98%. Takes a long time to run if you have lots of pictures

I used to use a fantastic free app called Duplicate File Finder by Rashid Hoda for exactly this, before I got this kind of thing with other apps. He doesn't seem to have a website any more, it looks like it's still possible to download what claims to be the installer but I can't attest to any particular site.
