Have you tried the Dogs Trust?  I’ve had a look at their website and they don’t mention flats specifically but have a list of rules of which the following 2 may be helpful

    • If the new home doesn’t have a garden, the dog is to have regular opportunity to go for toilet breaks
    • Dogs have access to a suitable outside space for  exercise and toilet breaks.
This sounds as if they could be a good bet for you and you know the Dogs Trust will be a very reliable source.

I live in an over 60s community of 33 flats all on the ground or first floor.  A few of the residents have a dog and they haven’t had a problem.  It is seen they are beneficial to the owners who get exercise when walking them every day.

The Dogs Trust appear sympathetic to Renters so I'll pass your suggestion.

Could your friend foster or volunteer for a charity such as The Cinnamon Trust ( which helps owners when they cannot  care for their pets due to infirmity or sickness )? I volunteer for a cat rescue charity and we are always in need of fosterers, whether long-term or short-term. Yes, I know that cats are a different proposition from dogs, but all rescues  are still looking for people who will care for animals that are older, or with additional needs, or (!!!!!!!) just not photogenic enough.
Please encourage your friend to broaden horizons. Avoid on-line and back-door sellers at all costs. I have personally had to deal with the terrible suffering of puppy/kitten farming. Do NOT give your money to these monsters.
