Older Double glazed windows lost their seal
I hear they can re-do the vacuum seal again.
1) Is it successful, or should I be looking at new winodws
2) if they re-seal them, is there anything else they can do while in there to help with heat lose/energy saving?

I had the same and got a local firm to replace just the units. I had the rubber seals done at the same time as they were perishing. Actually DIYable but you'll be responsible if you measure wrong !1

Lots of firms out there advertising 'Dont change the frame, change the pane'. We used a company called Cloudy2Clear which I believe is a franchise operation. The guy who did ours was very good.

We have an independent window doctor. It's amazing what that woman can do with windows.
But yes, if you can aford it probably time to replace and see you through the next xxxx yrs worry free.
If it's a struggle go for the fix. It may last, (bonus) or it may not.I can rise and shine - just not at the same time!

Another vote for just replacing the panels and getting your local "window wizard" or whatever they call themselves to do it.We had 8 panels replaced with argon filled ones (supposedly better and only a little extra cost) a few years back when a few were always misted up. Had a failed hinge replaced at the same time and the total cost was £1K. Much much cheaper than getting new windows installed and the entire job was done in a few hours.
