silicone sealant for roof tiles

I have had an ongoing problem with a roof leak around a dormer. Last roofer (roofer 1) to do work on that part of roof used silicone sealant to seal the edge of the tiles next to the dormer (in lieu of cement). He also used expandable foam in this area, not to fill any hole but presumably to help seal the edge of the tile line. The leak was not sorted and an inspection by another roofer (roofer 2) has provisionally identified some untucked in membrane as being at fault. Roofer 2 was dead against the use of foam and sealant as it traps any water that does get in. Roofer 1 is coming out again to sort out the membrane. Should I get him to use foam and sealant again or to avoid their use.

Silicon sealant and expanding foam is just a bodge! Are you sure this person is even a roofer?

The fact that you've had to get another roofer out to inspect the first roofer's work suggests you have doubts over his ability. If roofer 2 identified the problem - why didn't you let him attempt to fix it?
If roofer 1 doesn't carry out the repair to a good standard, who are you going to hold accountable - roofer 1 for his shoddy workmanship or roofer 2 for his incorrect diagnosis?0
