If you can remember dates/times and that representation was made recently, there is a chance you may be able to obtain a transcript of the call by making a subject matter request.

But before you go to that trouble, are you sure they said you would not be charged, or was it more like 'I doubt you will be charged' or, it is unlikely you'll be charged' or something similar...?

It is going to have to be a pretty strong and clear promise not to charge you, as in this sort of circumstance, where there is no faulty meter or anything else making it difficult/impossible to accurately  bill you for that period, and where the period is relatively recent as well (less than a year) the normal a reasonable expectation is that you would set aside the payment you knew you would have to make and would pay that once it was billed.

It is not reasonable to expect that accurately metered use would be written-off.

Reading your own meter, if necessary, to estimate what you would have to pay is a reasonable expectation.

You certainly should be able to get a token gesture for the poor customer service though, but that will usually be around £30-50.

... and yes, you can ask for a payment plan to get caught up over a few months.
