Can CEL seize my vehicle without going to court?

I have received a letter from Civil Enforcement Limited stating that 'Unless payment is received in full within 14 days, we will, unfortunately, be left with no alternative but to instruct third party collection agents and the amount owed will escalate up to £170 plus costs'.
I have appealed to POPLA but they have rejected my appeal. I disagree with this decision and have written to CEL on the 14th of January to contest the POPLA decision but I am yet to receive a reply - I have been unable to find a contact telephone number or email for CEL and they are not replying to my postal correspondence. I have since received this letter and I would like to know if this is legal and if they have the power to do this?

No they can’t seize your vehicle.The worst they can do is issue court proceedings.4

@FlapJackIV, your best bet is to get this thread moved to the Parking Tickets, Fines & Parking board.
I know @soolin has done this in the past. Perhaps she will see this comment.4 -
All the 3rd party collection agents are going to do is send you a few more letters and then recommend to their client (the parking scammers) to take it to court.
You've already appealed to POPLA (which is bent), so just sit tight until you get a Letter Before Action.

If this isn't out of the way and you move address in the next 6 years you must inform CEL of your new address. They are masters at obtaining credit-trashing default judgments - the best (worst) in the country - by serving court claims with no due diligence in checking that the address they are using is still good for service.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
