    That's fair enough. I think it's a good tool to make sure landlords stay compliant, but you can't push things back into ancient history.

    All laws are subject to interpretation by judges. It's why we have a judiciary that is (allegedly) fully independant of the leglislature (Parliament, which makes the laws).
    And where a judge is believed to have misinterpreted a law, we have an appeals system, with at least 2 levels of appeal.
