Its a tad unfair in my humble opinion.
How is it unfair? You won't lose out on anything and you'll still have 12 payments of the April increase amount.

No you don't but the point is everyone will get twelve payments at the new rate, the only difference is when you get it.Some people receive their salary once a month, others get paid weekly, some people's state pension is paid on a Monday, some Tuesday, some Wednesday and so on.Everyone gets what they are due, just at different times and none of them are unfair. '2
