Virgin probably could charge but, in my experience, their service personnel when they are on site are quite flexible to declare simple faults as "wear and tear" for which Virgin do not charge.  Be ultra nice when they turn up :)

Probably, a while ago a relative was getting landscaping work done , they damaged the VM cable , VM stated that the repair would be chargeable, dunno why my relative didn’t get it fixed and get the landscaper to pay for the damage, but they didn’t , they simply cancelled VM and took service from Sky over Openreach

Theoretically the builder should be insured to cover damage to property or services so even if VM do charge it should be covered.

Even if the builder isn't insured then it should be down to him to pay as he caused the damage.

IME Virgin are often pretty negligent in installing the cable from street duct box along a garden boundary and to the house wall... often simply laid in / on top of the soil of a flowerbed.
No duct or flexible conduit or protective warning tape.
    Black fig-8 cable.
    Virtually invisible.

Surprised it doesn't happen a lot more often.

Shouldnt the cable be burried at a depth beyond where it can be hit with a spade etc, be armoured/in a duct and protected with a tape ?

Yes to depth - BT Elec etc are laid direct with no tape
Never pay on an estimated bill. Always read and understand your bill

On our street,, the cables have a covering where they go up the outside wall, but the just draped across the garden to the box on the wall. I did pin mine up a bit so it wasn't sat on the soil.
