Why won't Lloyds/Halifax 2FA authorise new online banking payees via SMS?

When logging into online banking in a browser, you can verify the login with a code sent by text message to your available phone numbers
or select receive a call and enter the screen code into the phone.
When online shopping making a payment, you get the option of text message to one of your (mobile) numbers for SCA.

When setting up a  new payee in online banking, you only get the option of a call. Admittedly this was introduced years ago.

For creating payees in online banking, is this the functionality other users are seeing?
Can anyone guess what the security risk is were the above banks don't trust SMS for some payments but other banks will?
