Is this covered by the new insurance laws that renewal can't be more than for a new customer?

IIRC the new regulations only apply to home and motor insurance. Other types of insurance (eg breakdown cover) are still free to offer new customers better terms.
Added - yup, home and motor only. Breakdown is a separate product from motor.
