Proving identity using credit report

I needed to prove my identity for HMRC and I had to chose 2 out of 3 options from my credit file, my passport and Northern Ireland driving licence.
Clearly this is Hobson's Choice as I do not live in Northern Ireland.
The credit report questions included ones on when I took out a loan and a mobile phone contract. However, not all of the credit reporting agencies report these so I have no way of knowing the correct answers.
Answering correctly that I had taken out a loan and a mobile phone contract, I failed the test. I tried again saying I did not have a loan or a mobile contract and I was successful.

Are you on the right HMRC website? If you don't live in NI, are you looking at the right "section"? A lot of the government websites have separate tabs for England, Scotland, Wales and NI - have you gone onto the NI section by mistake?

I have no idea and now that I have proved my identity I cannot recreate the page. The page I go to looks exactly the same as before and has no reference to any of the countries of the UK.0 -
They probably were on the correct site. HMRC ended the Verify system without a replacement in place and did not ask the DVLA for access to to their systems until after it was closed. Fortunately, I do have Government Gateway but I guess that my self assessment was linked to GOV.Verify so I had to be re-verified.0
