What information from the DWP & HMRC can the DVLA access?

Hello,
I filled in a form to change my driver's license details recently but they wanted my National Insurance number & I was left curious as to why the DVLA needed to contact the DWP & HMRC? What details would the DVLA be checking?

    How many people are there named Fred Smith or John Brown for example.? Your N I Number is unique to you so is a means of identifying which Fred Smith or John Brown.
