NHS Exemption Card

I’m trying to access an Exemption Card for my daughter so she doesn’t have to pay for prescriptions, sight tests, dentistry etc while studying in England. As I live with the rest of the family in Wales I’m finding myself shunted back and forth between England’s NHS and NHS Wales. I know they operate independently, but they should surely communicate with each other in a ‘joined-up fashion?
  Meanwhile, I’ve had to break further into my overdraft to pay for her eye test this week. Neither she nor I can afford to replace her glasses at the moment and when she returns to Uni for term 3 she’ll have to pay for her prescriptions.
  Please can anyone help? TIA
